Institutions, Policy, and Non-Communicable Diseases (NCDs) in Latin America

Research has underscored the agenda-setting and policy implementation advantages associated with concentration of political policy-making authority. But to what extent does this authority within health institutions determine early timing depth non-communicable disease (NCD) policies? Are other factors outside government more important? Comparing one Latin American country exhibiting a strong authority, Mexico, that not, Brazil, we find weaker, fragmented powers in Brazil expedited creation NCD programs. As seen our findings suggest account for earlier adoption policies successful are institutionalisation societal interests pressures bureaucracy, “bottom-up” diffusion ideas, international recommendations. This institutional, participatory, ideational approach may provide important predictors explaining variation policies.

This article proposes an age-structured compartment model for irreversible diseases with a pre-clinical state of undiagnosed cases that precedes the diagnosis. The model is able to cope with mortality rates differing between the pre-clinical and the clinical state (differential mortality).
